This problem has now been solved, well at least partially solved. Now GPS vehicle tracking systems can come with a privacy button. This button disables the real time tracking so that managers cannot view the whereabouts of a vehicle live. This is only to be used out of work hours and the tracking information is still collected and stored for use a later date to work out petrol usage. Therefore this is not complete privacy. This feature is only likely to be used on company cars which are allowed to be used out of office hours. Van drivers are not so likely to have the pleasure of using this feature.
